This is the bottom worst part of town, and it goes on for miles. More than three quarters of the Capitol is covered by this derelict, dead, diseased, crime ridden hellhole. Only the toughest survive here. Many of those who live there are under supreme oppression. This is the dark habitat of the Jurors, a rebel, counter-Haven tribe of the Gifted. They secretly run this side of the city, patrolling the streets and playing God with its citizens. They do not usually touch the Haven residents that pass through, but any other Gifted with no allegiance is fair game.
