Here is where the four clans meet when a dire emergency presents itself. Other times only the clan leaders, their seconds and some chosen members meet every second week of every month, usually on a weekend because for one; traffic is way better. It is a huge underground cavern, complete with balconies and seats, accessible through a tunnel in the inner harbor.
