Haven;
haven is about as 'goody two shoes' as one can get around the Capitol. They aren't saints by any stretch of the imagination, but they are definitely the lesser of the three evils. In fact, they are more about giving people a second chance at life. They only take in gifted, and only thrice in their history have they taken in humans, but they were both heavily into supporting the cause. This tribe is run by a leader and a council. It has a deputy as well, and a small circle of healers.
The Covert;
The Covert can't really be bothered much with the outside world, other than for the odd unattainable item. They'll accept anyone brave/strong enough to travel to their rocky shores, but other than that the people in the capitol can fend for themselves. They are civil to Haven, though they do not understand their need to be so damned helpful all the time. The Covert is very secretive, and excessively violent, though that grew from violent pasts. This is a strong, proud tribe. One not to be reckoned with.
Cynic;
The Cynics are the only group that live outside of the Isles. They take the 'bad part' of town, and theirs is one of the hardest tribes to get into. Think of the Mafia, or the Mob, and multiply that tenfold by the need to survive and stay that way. Though, they are usually nonchalant in this, and often taunt the Capitol government. They can, and will, expose and deliver any gifted person they know of that gets in their way. They're much too interested in making a profit than having a conscious.
Rogues and Loners;
Live outside the three clans, often in twos or threes for safety, and have a really tough life. Many do not know of three tribes, until they get either killed or drafted by one. The loner life is a tough one.
